The Board of Trust Fund Trustees is charged with administering and investing funds held in various trusts such as the Highway Equipment Capital Reserve Fund. Three trustees are to serve for three years each, and are to be elected one per year.

One member is to be the bookkeeper and is to maintain records of funds added to and funds disbursed from any of the funds.
